Add in the fact that the card is actually a good legendary Blood Artist that provides card draw and a strong finisher in Sephiroth, One-Winged Angel, and I have to say that this is a 10/10 design and a great commander

I think the card is viewed as annoying because it can put one opponent so far ahead of all the others for two mana
While mana intensive, the ability to repeatedly refute an opponent's turn by bouncing their guy combined with the ability to use Disappear as a way to "protect" your creatures in combat (cast Disappear on it and then attack freely, knowing you can save it from lethal damage) made for a very potent enchantment that acted more as a sorcery than an enchantment
I must warn you that there are blue planeswalkers ( Jace, the Mind Sculptor , in particular) that come into play much earlier and provide a ton of value
